octeon: Add and set CPU type Octeon+ as default

The lowest CPU type used by supported Octeon platform
is Octeon+ (EdgeRouter Lite) while EdgeRouter Pro/ER-8 uses
Octeon II which is backwards compatible with Octeon+.
