qualcommax: ipq50xx: gl-b3000: add 03_set_oem_name

This additional board.d script creates the "/tmp/sysinfo/oem_name" file
and populates it with the proper OEM "supported_devices" metadata entry
to be used by the new fwtool.sh oem detection feature.
