netfilter: ipset: fix netiface set name overflow

attribute is copied to IFNAMSIZ-size stack variable,
but IFNAMSIZ is smaller than IPSET_MAXNAMELEN.

Fortunately nfnetlink needs CAP_NET_ADMIN.
