tty/powerpc: early udbg consoles can't be modules

Fixes these build errors:

ERROR: ".udbg_printf" [drivers/tty/ehv_bytechan.ko] undefined!
ERROR: ".register_early_udbg_console" [drivers/tty/ehv_bytechan.ko] undefined!
ERROR: "udbg_putc" [drivers/tty/ehv_bytechan.ko] undefined!
