the 'dev' member of the structure was removed in 2.6.27 (see: git./?p=linux/kernel/git/torvalds/linux-2.6.git;a=commit;h=5ce2d488fe039ddd86a638496cf704df86c74eeb), therefore use the qdisc_dev() function instead.
