kernel: rtl8367b: fix DEBUG register address for extif2

RTL8367B_CHIP_DEBUG1_REG (0x1304) is for external interface 1. For
external interface 2, use RTL8367B_CHIP_DEBUG2_REG (0x13e2) instead.
