mediatek/mt7629: Activate CONFIG_ARM_ARCH_TIMER_EVTSTREAM

The kernel configuration option CONFIG_MACH_MT7629 selects
CONFIG_HAVE_ARM_ARCH_TIMER now. Handle this change in the config-5.10.

This fixes some build problems.
