kmod-sched-cake: update to 161002 version

Implement IPv4 de-masquerading. *
Implement PTM (VDSL2) overhead 65/64 compensation. *
Update diffserv4 priorities.

*Requires corresponding update to iproute2/tc for user/kernel space
handling.
