gcc: limit postinst and postrm only with INCLUDE_STATIC_LINK_SPEC

Limit postinst and postrm only with INCLUDE_STATIC_LINK_SPEC enabled
as it's only needed to install and remove the generated spec file.

Also remove extra tab from scripts.
