arm64: add '#ifdef CONFIG_COMPAT' for aarch32_break_handler()

arm64: add '#ifdef CONFIG_COMPAT' for aarch32_break_handler()

If 'COMPAT' not defined, aarch32_break_handler() cannot pass compiling,
and it can work independent with 'COMPAT', so remove dummy definition.
