tplink-safeloader: bump EAP225-V3 compat_level

Since firmware revision 5.1.0, the firmware compatibility level
increased to 2 for the following devices:
- EAP225 v3,
- EAP225 v4,
- EAP225-Outdoor v1, and
- EAP225-Outdoor v3.

This means that this and later revisions will refuse (OpenWrt) images
with compatibility level 1, so increase our level to get them accepted
again.
