exfat: add dependency on nls-base

Add a dependency on kmod-nls-base for the new exfat driver. Otherwise
the build fails on ramips and ath79 on kernel 5.4:

Package kmod-fs-exfat is missing dependencies for the following libraries:
nls_base.ko

Fixes commit cd41234d2f63 ("exfat: add out of tree module")
