nodogsplash: migrate to uci based configuration

Use /etc/config/nodogsplash for configuration.
Old setups will migrate using config option to use old
file base configuration.

nodogsplash/files/nodogsplash.init [changed mode: 0644->0755] diff | blob | history
nodogsplash/files/nodogsplash.migrate [new file with mode: 0644] blob
