adblock-fast: bufgix: fix boot()

* fix boot()
* reintroduce procd_boot_delay variable to control delay of service
  start on boot
* introduce `check_lists` command to check enabled block-lists for
  domain(s)
* use config_get_bool instead of config_get for boolean options
