jail: make use of per-container netifd via ubus

Make ujail expose 'network_reload' function on ubus so we can
reconfigure network interfaces inside containers.
Automatically call that function on network config changes by
subscribing to ubus 'service' object and waiting for 'config.change'
events concerning the network configuration.
