hugetlb: introduce generic version of prepare_hugepage_range

hugetlb: introduce generic version of prepare_hugepage_range

arm, arm64, powerpc, sparc, x86 architectures use the same version of
prepare_hugepage_range, so move this generic implementation into
asm-generic/hugetlb.h.
