util-linux: fix sfdisk

reported by reproducible openwrt project[1]:
we package some libtool shell script

- add missing dependencies
- fix paths
- make in InstallDev does not seem to be necessary

tested (cal,dmesg,sfdisk) on x86 qemu VM with allyesconfig
