qualcommbe: use ipq_pcs_get/put() in PPE (MAC) driver

ipq_unipcs_create/destroy() are provided by an older version of the
IPQ9574 PCS driver. Use the renamed versions ipq_pcs_get/put() to
allow updating the PCS driver.
