arch: *: Kconfig: add "kernel/Kconfig.freezer" to "arch/*/Kconfig"

arch: *: Kconfig: add "kernel/Kconfig.freezer" to "arch/*/Kconfig"

All architectures include "kernel/Kconfig.freezer" except three left, so
let them include it too, or 'allmodconfig' will report error.
