mdio-tools: update to 1.3.1

Update the mdio-netlink kmod and userspace mdio-tools to version 1.3.1.

Fixes mvls to work with kernels 6.2 and onwards.

- mdio: Multiple registers can now be dumped at once, via the generic
  dump operation.

- mvls: Relax the driver matching to accept the strings used in
  kernels 6.2 and newer.
