ath10k-ct-firmware: update to latest stable firmware 2021.11.08

Release Notes:

* Fall 2021: Optimize compiler options for memory usage and performance.

* Jan 17 2021: Enable peer fixed rate feature (S.G)

Run-tested: QCA9882, QCA9887, QCA9888 and IPQ4019.
