uboot-mediatek: bpi-r3: raise CONFIG_LMB_MAX_REGIONS to 64

Raise CONFIG_LMB_MAX_REGIONS to 64 as there are going to be more than
8 (the default value) reserved regions to allow supporting offloading
Wireless-to-Ethernet traffic on MT7986.
