tplink-safeloader: bump EAP225-Outdoor v1 compat

Since firmware revision 5.1.0, the firmware compatibility version
increased to 2.  This means that this and later revisions will refuse
(OpenWrt) images with compatibility version 1, so increase our level to
get them accepted again.
