luci-base: update timezone data to 2025a

Update timezone data to 2025a.

* Paraguay adopts permanent -03 starting spring 2024.
* Asia/Choibalsan is removed from selection list. It is now
  an alias for Asia/Ulaanbaatar rather than being a separate
  Zone (changed in 2024b).
