airoha: en7581: enable CPUFREQ_DT and CPU HOTPLUG kconfig

To correctly init the CPUFreq driver, CPUFREQ_DT is needed. While at it
also enable CPU HOTPLUG kconfig to support hotplug of secondary CPU.
