Revert "luci-base: move unused tools.webadmin class to luci-compat"

This reverts commit a22e8bc2e5ce44e0bc20368c6b5cb303a95e8999.

Moving the class file causes too much churn in stable due to the
need to upgrade luci-base for legacy apps.
