perf: Depend on libbfd and libopcodes when enabled

perf: Depend on libbfd and libopcodes when enabled

bpftool will enabled libbfd and libopcodes which gets picked up by perf
as libraries to link against. Add those missing dependencies when either
of these packages are enabled.
