[packages/asterisk-1.8.x] add channel driver for lantiq platforms

Adding asterisk channel driver for lantiq platforms such as the danube, vr9, etc.
Although the driver is quite young yet and still work-in-progress, basic support
for analogue phones is present and working quite well already.
