igmpproxy: update to version 0.3

Changes:
- Remove custom Build/Compile because it's no longer needed
- Remove std=gnu99 which is added automaticaly by igmpproxy if needed
- Remove -Dlog from CFLAGS because igmpproxy doesn't have log function
